[llvm] [ORC] Resolve JITLoaderGDB alloc actions via lookupAndApply (PR #223325)

ELFDebugObjectPlugin resolved its RegisterJITLoaderGDB alloc-action address with EPC.getBootstrapSymbols. For consistency, switch to lookupAndApply/recordAddr on the bootstrap JITDylib instead.

ELFDebugObjectPlugin resolved its RegisterJITLoaderGDB alloc-action
address with EPC.getBootstrapSymbols. For consistency, switch to
lookupAndApply/recordAddr on the bootstrap JITDylib instead.
