I do think we'd be better served by moving ABI properties out of attributes entirely (and probably coupling them to the function type, though I'm not entirely sure about that). However, if we did change the representation, we probably wouldn't want to stop there, and fully rethink how the call ABI gets encoded, because the current way is problematic in so many ways.
