OneUsePredicateMatcher was already implemented in GlobalISel/MatchTable/Matchers.h and used by GlobalISelEmitter.cpp for SelectionDAG instruction selection patterns. Similarly, GIM_CheckHasOneUse was already in the executor (GIMatchTableExecutorImpl.h) but was never emitted by the combiner emitter before this patch.
