The whole "pending" logic is a bit unfortunate.  It seems a likely source of errors to forget adding `flushPendingAlignment` calls (either today, or after some future change).

If we didn't use the pending logic, what would be the effect?   That we have two DS statements following directly after one another?   Would this be an actual problem?
