A better version of this would be to also check `ISetupInstance2::GetPackages()` for the VC tools component (for example Microsoft.VisualStudio.Component.VC.Tools.x64, or any Microsoft.VisualCpp.Tools.* package depending on which arch we're looking for). We could possibly have Visual Studio installations with just the C# component installed?
