I suppose my main question is why this interface is necessary. I would expect this to just be something expressed at the`libomptarget` level. When it launches a kernel, it just automagically puts events around it to track it. Then it would already know all of this information. Or am I missing something. I don't feel like any of this should be in the plugin layer.
