Subject: [PATCH] [VPlan] Remove VPWidenInductionRecipe::getStartValue (NFC).

It now shadows VPHeaderPHIRecipe::getStartValue, which returns the same VPValue
and, as the base class accessor, also has a non-const overload. Narrowing the
return type to VPIRValue * was its only purpose.
