[llvm] [SPIR-V] Require SPV_EXT_long_vector for non-standard vector widths (PR #212685)

https://github.khronos.org/SPIRV-Registry/extensions/EXT/SPV_EXT_long_vector.html adds only one new rule for OpTypeVector, which is:
> Modify OpTypeVector to allow a Component Count of 1.
SPIR-V module still can not declare OpTypeVector with a Component Count of, lets say, 5. For this OpTypeVectorIdEXT is introduced.
