HIP ASan AMDGPU use case [[asanrtl](https://github.com/ROCm/llvm-project/tree/amd-staging/amd/device-libs/asanrtl)]  is already present in device-libs + hostcall in rocclr.

OpenMP/Fortran upstream use case rely on GPU libc malloc/free implementation, for that we need asan C++ equivalent in [[openmp/device/src](https://github.com/llvm/llvm-project/tree/main/openmp/device/src)] + hostcall using GPU libc RPC.
