[llvm] [Attributor] Drop norecurse when specializing an indirect call closes a cycle (PR #218637)

norecurse does not care whether the recursion is via direct or indirect call. In your example, the `norecurse` annotation is incorrect in the first place. You need to fix whatever place added that norecurse annotation.
