[llvm] [Bazel] Fix the PPC64LE platform constraint (PR #218180)

The linux_ppc64le selector used the generic ppc constraint even though the Bazel platforms repository provides a distinct ppc64le value. Select ppc64le so the existing PowerPC native architecture and powerpc64le-unknown-linux-gnu triple are reached only for the intended 64-bit little-endian platform, without matching 32-bit PPC.
