LOG: [CMake] Remove references to GnuWin32 tools from `LLVM_LIT_TOOLS_DIR` (#217657)

Change "GnuWin32 tools" to "Unix tools for Windows". The GnuWin32 tools
are no longer recommended and the current recommendation is to use the
Unix tools from Git for Windows.
