Thanks for working on this. The plumbing looks wrong though. `ImportedDynamicLibraries` escapes the scanner because it's needed to load the DLLs referenced. The import symbols should be synthesised by the `StaticLibraryDefinitionGenerator` though (I guess we'll need a `COFF`-specific version) -- they shouldn't need to escape in this way.
