I think this is great at cutting through the ambiguity of our decorators!

I am even dreaming of adding a generated subsection to lldb.llvm.org that uses these decorators to map out the current _CI coverage_ per platform, giving a percentage of tests that are skipped relative to the support ones per major platform.
