Well, this has the benefit of being a small, self-contained commit rather than a move-and-add-all-the-things one, so I think its existence is fine despite #137919 also existing. Writing tests for this should be straightforward, you just need an assembly file that has three differently-encoded branch instructions branching from one section to another (so they can't be resolved at assemble-time).
