I tested this on my local build with the original reproducer from  issue #188076 and all tests pass:

- reproducer from issue #188076: exit 0 
- machine-outliner-thunk-tcgpr.mir 
- machine-outliner-thunk.ll 
- machine-outliner-calls.mir 

The CanTransformInstrIntoTailCall helper function is a cleaner  approach than my original fix. LGTM!
