I'm checking back in on this PR.  I've been tinkering with windows LLDB internally at Meta with buck2 and have a copy that appears to work with scripting.   As this doesn't have scripting, some of that is not needed, but it also confirms a fuller working copy that can debug.  
Do we still want to try to land this entire set of windows changes as one big diff or try to do as some smaller changes similar to the four commits this PR had?
