I think that new cmake dependency (LLVMIR -> analysis_gen) is mostly module only. There is an include path from IR library that will pull in TargetParser to `TargetLibraryInfo.inc`. I don't think that is dependency that will cause issue since it just says build `TargetLibraryInfo.inc` before building the `.cpp` files inside `lib/IR`, which is totally reasonable.
