I tried to be careful for plugins to use "llvm::offload::debug" (hopefully I did that right) and only libomptarget to use "llvm::omp::target::debug" (which contains the OpenMP specific bits).

So, I think all the renaming related to debug is unnecessary. Changing it now, to revert it in a follow-up seems somewhat weird to me, unless you refer to some other change that I didn't get.
