There is a lot of noise coming from GitHub actions in every PR and that's just bound to make people ignore the generated message. This extra line is meant to signal to people that:
> this message was crafted by LLVM folks for new-comers like yourself. We've put effort into writing it and now expect you to put effort into carefully reading it.

Essentially, I am trying to find a way for folks not to ignore this specific message. I would actually sign every message like this - to make it easier to distinguish from e.g. pre-commit reports.

It's not a must-have though, just a preference.
