LOG: [docs][QualGroup] Update Qualification WG sync-up schedule and calendar links (#186011)

This updates the LLVM Qualification Working Group entry in
`GettingInvolved` to reflect:
- the reintroduced two-meeting setup
  - EU/Asia: 2nd Tuesday of the month
  - Americas: 2nd Friday JST of the month (Thursday in US/Canada)
- the new shared Google Calendar links
