LOG: [VPlan] Refine VPValue types in tryToFoldLiveIns (NFC) (#178183)

tryToFoldLiveIns operates on live-ins (that is, both VPIRValues and
VPSymbolicValues), and returns a VPIRValue. Clarify this.
