LOG: [CodeGen][NPM] dump slot index info with -debug while running LiveIntervals (#173488)

matches legacy. tests such as "CodeGen/AMDGPU/liveness.mir" and
"CodeGen/AMDGPU/phys-partial-liveness.mir" use this.
