Subject: [PATCH 1/5] [VPlan] Permit more users in narrowToSingleScalars

narrowToSingleScalarRecipes can permit users that are WidenStore, or a
VPInstruction that is VectorToScalar or SingleScalar. This is an
generalization and extension of the existing code.
