I have a wip change to make the `inferUnknownStates` more precise, but I don't want to push more changes to this PR, as it is already quite big. I also cannot add the followup change as a stacked PR, because this is a branch in my own fork. 

Do you have an issue with merging this as it is, and adding more changes on top afterwards?
