LOG: [AMDGPU][Attributor] Stop inferring amdgpu-no-flat-scratch-init in sanitized functions. (#161319)

This PR stops the attributor pass to infer `amdgpu-no-flat-scratch-init`
for functions marked with `sanitize_*` attribute.

Added:
