[llvm] [docs] Strengthen our quality standards and connect AI contribution policy to it (PR #154441)

Makes sense to clarify the AI policy section and move it to a new doc. I'd say most of it was already common sense and covered by the previous section. However, it can't hurt to spell it out a bit more verbosely. Also, the new *Handling Violations* sections is useful for this project, going forward, on how to approach violations explicitly.
