LOG: [RISCV] Handled the uimm9 offset while FrameIndex folding. (#149303)

Reverted the https://github.com/llvm/llvm-project/pull/148779 changes
and

- handled the uimm9 offset in eliminateFrameIndex ()
- updated the testcase.
