Hello BOLT community,

We've discussed adding AArch64 maintainers a few times and the topic came up again during the last 'Office Hours' call. 

I've reviewed LLVM's [Maintainers Policy](https://github.com/llvm/llvm-project/blob/main/llvm/docs/DeveloperPolicy.rst#maintainers) and would be happy to volunteer as a maintainer for the AArch64 target in Bolt.

I have my colleagues' support, and believe I'd be a good fit. I’ve worked on BOLT for over a year, gaining expertise in the AArch64 backend, regularly attend Office Hours, and actively participate in AArch64 reviews and discussions.

Please let me know your thoughts and any objections.
