LOG: [VPlan] Use printPhiOperands for VPPhi.

Split off from  https://github.com/llvm/llvm-project/pull/139151 to land
printing improvements separately.

Updates printing of VPPhi operands to be consistent with
VPWidenPHIRecipe.
