I have been working with @bd1976bris to try out these changes with FastBuild for our internal build infrastructure and I am happy to report that I have a PoC working based on this and I was recently able to get distribution to work. I found the interface easy to work with and was able to get my PoC to work pretty quickly.

I am happy for this PR to move forward at this point. We probably need some changes in order to be more cache friendly, but I think that can come later.
