In offline review it was suggested that the distributor scripts could benefit from module docstrings and the preferred "with" statement idiom for opening files. I made those changes and also spotted some nits in the tests which I have corrected. I'm adding new commits rather than updating the original commits and force-pushing as I think that force-pushing might cause turbulence for reviewers.
