James Nagurne from TI generalized this in cc3bb85580189d4a004cfd9bd2d6286cd1c1169f IIUC.  But in practice I think Hexagon might be the primary/major consumer.

@SundeepKushwaha can comment on whether a VLIW component maintainer is needed.
