[llvm] [LLVM] Update AArch64 maintainers (PR #120440)

Currently @TNorthover is listed as the maintainer for the AArch64 backend. I know that he's still involved with AArch64, but maybe not the most active person anymore. I mostly want to double check with @TNorthover and the larger @llvm/pr-subscribers-aarch64 group whether the information here is still up to date or needs any changes to add/replace maintainers.

(The PR itself is a dummy change for now.)
