[llvm] [LLVM] Update BPF maintainer (PR #120429)

Currently @4ast is listed as the primary maintainer for BPF, but I think he hasn't been very actively involved in recent years, and nowadays @yonghong-song drives most of the BPF development in LLVM. I think @eddyz87 also does a lot of BPF work, so maybe he'd like to be listed as well? I'd appreciate some feedback from folks working on BPF in LLVM.
