This is eventually passed to shouldSignExtendTypeInLibCall which calls it IsSigned.

Subject: [PATCH] [SelectionDAG] Rename CallOptions::IsSExt to IsSigned. NFC

This is eventually passed to shouldSignExtendTypeInLibCall which
