So it is only safe to use sme2 instructions when in streaming mode. The compiler should avoid to use when in  streaming compatible and locally streaming . At least that is the conclusion that I have. 
I am not sure if it should check smstart and smstop when using the sme2 instructions, or if that is even possible here.
