[llvm] [Nomination] Update Intel representation in the security group (PR #109281)

I'd like to nominate Sergey Zverev as an Intel representative to replace Andy Kaylor, who will be leaving the security group. Sergey is the one of the main security points of contact for the Intel compiler team.
