LOG: [Xtensa] Implement lowering Mul/Div/Shift operations. (#99981)

Implement lowering of the Mul/Div operations and also shift parts
operations. Implement lowering of the bit manipulations, like
ROT/SWAP/CTPOP/CTTZ/CTLZ.
