Here is the documentation on how to [obtain commit access](https://llvm.org/docs/DeveloperPolicy.html#obtaining-commit-access). It's a relatively quick process. 

However, if you don't want to go through that process, you can just ask for it to be committed, and someone will do it on your behalf.
