[llvm] [Support] Add SpecificBumpPtrAllocator::identifyObject (PR #100475)

This already exists in BumpPtrAllocatorImpl, but I would like to use it from SpecificBumpPtrAllocator.

I also noticed there was no test for identifyObject so I added one.
