Checked with AArch64 and x86 implementation and also thinking few more, our situation may not need double-checked locking, I mean we only store same data to global variable, in case they store twice (e.g. two thread enter the initRISCVFeature at similar time), it's harmless since they are storing same data.

But we need save the result into local variable and write back until the data is stable to prevent racing.
