I wonder if this could be a `BumpPtrAllocator` with a separate vector of `IRChangeBase *` pointing to all the values in it. Easy to apply in (reverse) order and call destructors of them all. Would help to not have so many dynamic allocations. But we can optimize later if this contributes to compile time.
