[llvm] 7217201 - [RISCV] Add coverage of build vectors with rv32 + v + bitmanip

LOG: [RISCV] Add coverage of build vectors with rv32 + v + bitmanip
rv32+v allows cases with XLEN < ELEN, and since we're about to add
a bitmanip specific lowering, it's good to have coverage of this
corner case.
