So I looked into ICU, the flush functionality is different than iconv in that it doesn't dump the shift-back sequence. There might be another way to get the shift-back sequence but I have not found it yet. That is also why I guarded those kinds of tests for iconv only. I don't really use these functions in my fexec-charset implementation yet, so maybe it might be good to remove this functionality and revisit this topic in another PR because I also agree, it would be more readable for both functions to behave in a similar fashion.
