llvm.vector.reduce.fmaximum/fminimum

The ‘llvm.vector.reduce.fmaximum/fminimum.*’ intrinsics propagate NaNs.
and if any element of the vector is a NaN.
Following #79402, the patch add the cost of NaN check (vmfne + vcpop)
