This looks to be an unrelated missed optimization.  For AArch64, vscale >= 2.  Given that, we process all 8 elements in one iteration, and the backedge is dead.  However, nothing in the standard pipeline seems to able to prove that the first lane on the second get.active.lane.mask call must always be zero.  I don't think this needs to be blocking for this change, let me know if you disagree.
