LOG: Reland [NFCI] Refactor X86TargetLowering::getGlobalWrapperKind()
To simplify D150297.
We should be looking at OpFlags more.
Relanding after fix in https://reviews.llvm.org/D159297, hopefully now this is actually NFC.
