[PATCH] D152730: [ConstraintElim] Add A < B if A is an increasing phi for A != B.

Restructure checks a bit, move down SCEV based monotonic check, support adding (ICMP_UGE, PN, StartValue) without precondition whe monotonically increasing and with precondition if it isnt.

This now supports integers (with step of 1) and pointers.
