[PATCH] D155600: [AIX][TLS] Produce a faster local-exec access sequence with -maix-small-local-exec-tls (And optimize when load/store offsets are 0)

Update `PPCISelLowering.cpp` to:

- Reword comments
- Change `AIXTLSUpperDisplacement` to `AIXSmallTlsPolicySizeLimit`
- Move additional checks on the global variable only if the non-TOC based local-exec access method is enabled
